North Koreans hit by recent deadly floods badly need drinking water, food and medical assistance, an aid group said Wednesday after official media had reported 88 dead and nearly 63,000 homeless.
A Red Cross team has visited the western provinces of South and North Pyongan to assess damage, said Francis Markus, a spokesman for the International Federation of the Red Cross and Red Crescent Societies in Beijing.
UN officials have also toured badly-hit regions to assess aid needs.
"In one community, about half of the houses were either destroyed or damaged...the drinking water system has been badly damaged (in some areas)," Markus told AFP.
Shortage of drinking water, difficulty in rebuilding destroyed homes and crop losses are the main concerns cited by residents, he said, adding it was "so difficult" for the injured or sick to get medical treatment in some areas.
The North's state media, giving its casualty toll last Saturday, said some 30,000 hectares (74,000 acres) of crops were washed away or submerged along with roads, railways and factories.
"The government has been distributing emergency food relief but of course, people's concern is what happens next," Markus said, adding the IFRC would soon release disaster emergency funds.
The flooding represents a challenge for Kim Jong-Un, new leader of the nation which has grappled with severe food shortages since a famine in the 1990s killed hundreds of thousands.
Following an inspection visit last autumn, UN agencies estimated that three million people would need food aid this year even before the deluge.
Widespread deforestation, partly to clear land for crops, has made the impoverished nation increasingly prone to serious flooding which ends up washing away the harvest.
"It will be good if somehow they could rebuild their houses in a way which is less vulnerable to future disasters," Markus said.
A senior South Korean official quoted by Yonhap news agency said the North has deployed dozens of combat helicopters normally stationed near the tense sea border with the South to flood-hit areas.
"It seems (North Korea) has suffered severe flood damage considering it has mobilised combat helicopters that had been placed on the forefront," the official said.
In February the United States reached a deal to offer the North 240,000 tonnes of food in return for a freeze on nuclear and missile tests.
But the plan was scrapped after Pyongyang's failed rocket launch in April, seen by the US and its allies as an attempted ballistic missile test.

ScienceDaily (July 30, 2012) ? As physicists gather in early August to celebrate a century since the initial discovery of cosmic rays, Alan Watson, emeritus professor of physics at the University of Leeds, explains how physicists have gradually revealed the nature of these mysterious objects and examines the progress being made in understanding where they come from.
It is now widely accepted that cosmic rays are the nuclei of atoms, from the entire range of naturally occurring elements, that travel at near-light-speeds for millions of years before reaching Earth. However, identifying the source of cosmic rays has proved to be a very difficult task.
The Pierre Auger Observatory -- a 3000 km2 site in Argentina -- is one of many institutions around the world scouring the universe for the source of cosmic rays and currently has 1600 Cherenkov detectors in operation, each looking to find the source of cosmic-ray showers with extremely high energies.
This is in massive contrast to the techniques used by Austrian scientist Victor Hess, who was the first to discover cosmic rays on 7 August 1912 by travelling 5000 m above ground in a hot-air balloon. He was awarded the Nobel Prize for Physics in 1936 for his efforts.
The story of cosmic rays started in the 1780s when French physicist Charles-Augustin de Coulomb noticed that an electrically charged sphere spontaneously lost its charge, which at the time was strange as scientists believed that air was an insulator, rather than a conductor.
Further investigations showed that air became a conductor when the molecules were ionized by charged particles or X-rays.
The source of these charged particles puzzled scientists as experiments revealed that objects were losing their charge even when shielded by a large volume of lead, which was known to block X-rays and other radioactive sources.
Hess was the first to discover that the ionization of air was three times greater at high altitudes than it was at ground level, leading him to conclude that there was a very large source of radiation penetrating our atmosphere from above.
Watson states that there is an unexpected benefit stemming from Hess's original cosmic-ray research: the designer of the communications system at the Pierre Auger Observatory has used the same sophisticated software to build a radio-based signalling system that now extends over 700 km of the single-track train line in the Scottish Highlands.
"The safety and reliability that rail travellers now enjoy while passing by lochs and through glens is a benefit from Hess's daring flight a century ago that surely he could never have foreseen," Watson writes.

A group of chemicals found in household plastics and medical supplies is linked to higher rates of diabetes in women ? up to double the rate for women with the highest levels, according to new research led by Harvard scientists.
Blacks and Mexican Americans and women living in poverty are exposed to the highest levels of some of these compounds, called phthalates, the scientists reported.
Whether these chemicals actually cause diabetes in women, however, remains unclear.
?These findings are important clues, but it?s only a first step,? said Dr. Richard Stahlhut, an environmental health researcher at the University of Rochester Medical Center who co-authored the study. ?It?s extremely likely that phthalates and other chemical contaminants will turn out to be a big part of the obesity and diabetes epidemic, but at this point we really don't know how these chemicals are interacting with each other, or with the human body.?
Phthalates make plastics such as polyvinyl chloride (PVC) more flexible, and they are added to some cosmetics, perfumes and other personal care products to stabilize colors and fragrances. A wide variety of household goods rely on phthalates, including vinyl flooring, adhesives and shower curtains. More than 75 percent of Americans have phthalates in their urine.
Until now, most phthalate research has focused on reproductive consequences because these compounds seem to disrupt male hormones. Boys exposed to phthalates in the womb had signs of feminized genitalia, which may lead to fertility problems. Researchers also have found neurological effects, including reduced IQs and attention problems in boys.
The new study examined diabetes and phthalate concentrations in 2,350 women who participated in a national survey by the Centers for Disease Control and Prevention from 2001 through 2008.
Diabetes, an endocrine disease marked by problems with insulin production or insulin resistance, affects nearly 26 million Americans, or 11 percent of the population older than 20, according to CDC data. Blacks have a 19 percent chance of developing diabetes ? a rate 77 percent higher than that of whites ? and Hispanics have a 66 percent higher rate than whites.
Although obesity is a risk factor for type 2 diabetes, nearly a quarter of normal-weight adults have diabetes or other metabolic disorders. Experts say chemical contaminants such as phthalates could play an important role in this disconnect between obesity and type 2 diabetes rates.
In the new research, certain phthalates ? dibutyl phthalates (DBP), which are primarily used in adhesives and lacquer finishes, and benzyl butyl phthalate (BBP), a component of vinyl flooring, caulks and sealants ? were linked to double the rate of diabetes in women with the highest levels of phthalate markers in their urine, according to the report published this month in Environmental Health Perspectives.
DBP and Di-2-ethylhexyl phthalate (DEHP), a plasticizer found in vinyl products including IV bags and tubing, were also linked to higher blood glucose levels and insulin resistance, two common precursors of type 2 diabetes, according to the study.
No relationship was found between diabetes and diethyl phthalate (DEP), according to the study, which was led by Tamarra James-Todd of Brigham and Women?s Hospital and Harvard Medical School. That phthalate is found in high concentrations throughout the U.S. population and it is the phthalate most commonly associated with personal care products.
Other recent studies also have found similar links between phthalates and metabolic disorders.
Certain phthalates doubled the risk of diabetes in older Swedish adults, according to research published in April. And DEHP, the phthalate in flexible vinyl and medical supplies, was linked to higher rates of diabetes in a 2011 study of Mexican women. Higher levels of phthalates were also associated with greater waist circumference and insulin resistance, two major risk factors for type 2 diabetes, in a 2007 study of U.S. men.

Active@ File Recovery for Windows stands out as one of the most powerful and easy-to-use data recovery apps. It's a close second to our Editors' Choice, OnTrack Easy Recovery Professional (4 stars), and includes some effective and user-friendly features that OnTrack doesn't match. It's also the only program I've ever tested with an at-sign in its name, but that's probably not a significant distinction.
Like the other data-recovery apps I tested, Active@ File Recovery offers quick and deep scans of your hard disk for lost or deleted files, but Active@ stands out for a product design that seems as well suited to nervous beginners as to experts. For example, Active@'s lists of recoverable files on my hard disk used headings like "Microsoft Office Documents" instead of OnTrack's heading "zip-msword," so non-experts are more likely to find the files they want.
On the other hand, OnTrack outclassed Active@ in user-friendliness when listing recoverable music files on a formatted USB stick: OnTrack listed the actual track names, while Active@ only listed arbitrary filenames, so I had to recover each file individually and open it in a music-playing app to see what song it contained.
Activating Active@
When you start up Active@ File Recovery for Windows, it scans your system for disk drives, and then you have to decide for yourself what to do with the drives listed. In contrast, OnTrack starts with a wizard interface that provides the hand-holding you probably need when you're panicked about lost files. With Active@, you select a drive, then choose Quick Scan or "SuperScan" (which means a deep scan) from the toolbar and let the app take anywhere from a few minutes to an hour to scan your drive.
In my tests, Active@ wasn't as user-friendly as it should be when it finished this scan, because its list of deleted files didn?t show any of the files I wanted to recover. Instead, I had to switch to a tab labeled "Signature Files," where it listed "found" files, including the files I wanted. I don't think it's helpful to put "deleted" and "found" files in different lists, and if I hadn?t explored the interface, I might never have found the files I wanted.
File Recovery
Once I opened the "Signature Files" list, things got easier. I right-clicked on a list of "docx" files in order to recover a lost Microsoft Word file, and I could click on a toolbar icon to display a barebones preview of the contents of each file. (One curious glitch: apparently at random, the app sometimes displayed an error message "Unable to create temporary storage for previewing," but other times it previewed the file.) When I found the file I wanted, I chose Recover from the right-click menu and saved the file to another drive. A friendly option in the program then opened an Explorer window on the folder where I saved the recovered file.
You don't need to pay for Active@ File Recovery until you're confident that it can recover your files?because it successfully previewed them. The freely downloadable demo version can recover files up to 64KB in size, and you can buy an activation key for the full version if you need to recover larger files.
Features
Like all the other apps in this survey (except the no-cost, 3-star Recuva), Active@ could create a cloned image of a drive so that I could try to recover files from the image instead of from the actual physical drive. This feature is especially useful when trying to recover files from a drive that's physically failing, because you?ll still have the image even if the drive becomes unreadable. Unlike OnTrack and Stellar Phoenix Windows Data Recovery ?(3 stars), Active@ doesn't include a low-level disk viewer that displays the raw hex codes on your disk, but that?s not a feature that most users will miss.
I liked working with Active@ File Recovery for Windows, and it let me recover the same files I could recover with OnTrack Easy Recovery Professional?but it couldn?t match OnTrack's ability to display the actual track names of the 500+ music files that both programs recovered from a formatted USB stick. You can't go wrong with Active@'s app, but OnTrack edges it out in the competition for our Editors' Choice.
